Why does Tom annoy me?

I can’t think why the subject would change between two verbs linked by て unless that change is stated explicitly. Do you have an example?

I mentioned it in this topic before, but yes it’s possible to have verb1てverb2 with a different implicit subject for each, there is a striking example in the short grammar topic here. (scroll down for iansacks and my explanation)

So I was thinking that it could still mean “Tom never listen to me and as a result he causes a lot of problem and it’s a nuisance/bother to me.”

But essentially, we’ve set up the situation where Tom doesn’t listen in the first part, then the second part (問題をよく起こして困っています) tells the consequences: he often causes problems and is stressed out/in trouble.

So I guess, if the sentence was like this:
トムさんはいくら注意しても言う事を聞かなく問題をよく起こすので、困っています。
Then it would be the same 迷惑 nuance as the original sentence, the speaker is complaining about tom being a bother, and explain why (he never listen, he causes trouble)
