「定量」 for fixed quantity but for likely abstract object、like measurement、analysis〜
「定額」is specific usually for money〜 for constant, fixed sum of amount of money (saving、deposit、etc)

I had to look this up in a japanese dictionary so I might be incorrect, but my understanding is:
定量 - fixed amount in a measurement (the example I found specifically used this term to refer to a measurement in chemistry)
定額 - fixed amount in a monetary sense such as an interest rate or a loan payment

Usually compounds with 額 in them refer to monetary amounts, not generic amounts of things like 量.
