In a tweet from Israel on occasion of the National Foundation Day there is in the bottom line an ‘older brother’ (兄）preceded by a small katakana suffix ‘su’ (ス). I couldn’t find this combination in jisho.org (and I don’t know how to type this). What does it mean? How do you read and type it?

Yes, you are right. It is a matter of graphical resolution. I went back to the original tweet and resized the picture, then it clearly becomes a ‘祝’:
