I remember it being “rousing” on WK and indeed my dictionary also has it as “rousing”, but I just got it in my reviews and it seems to be changed to " Send-Off, Farewell".

If it does then your dictionary is using an older version of the EDICT dictionary data. The EDICT entry was updated from the rather inaccurate “rousing” (which was likely where WK got it from) and now reads
壮行 【そうこう】 (adj-f) (rousing) send-off; farewell; [P]

Ya know, you keep using passive voice to describe this, but the fact that it was updated right at the same time as the last time we had this conversation makes me suspect: was it you? Did you update the entry?

I made a suggestion, and the dictionary editors (Jim Breen in this case) accepted it with a slight tweak. I didn’t suggest the WK update and nobody tagged the mods in the conversation about it in the other thread, so that was someone else.
