More specifically, that nobody will be starting this 2-year training course this year. (The full version of the article says they had 2 applicants, neither of whom met the requirements.) 研修を受ける == to receive training.

It says they need to change their way of thinking. (Earlier in the article it says that they thought that records should be destroyed at the end of the period they must be kept for, so that’s what they need to stop doing.)
