At first glance, I think it means:
It is the teacher’s instructions.
Regarding 指示, it has two broad definitions:
- a. indication
- b. direction
I looked up the sample sentences to give me a better idea:
彼は私にその仕事をするための明確な指示を与えた。
He gave me instructions to do the job.
So it seems like it really is directives.
