Why is it 読めない and not 読まない？
What do you mean? Both are valid forms:
読めない - can’t read (negative of 読める)
読まない - won’t read (negative of 読む)

It’s the negative of the potential plain form 読める.
The negative plain form of 読む is 読まない.
