You mean it is 保? That’s a weird 木 radical. But yes, it could very well be.

The right branch of the tree doesn’t fit with the stroke order, but perhaps trees were different in the good old times of the Wild West?
And the mouth radical is broken… I guess that implies that a sheriff would have to participate in many fights and brawls… A leader with a broken mouth who hits criminals with the force of a falling tree…
