But I think everyone misunderstood your first question? The people with higher levels in grey have expired subscriptions, if they want to go back to the higher levels they have to start paying again.

The answers that jprspereira and I gave answered OP’s question. What you’re saying certainly happens, but they were specifically asking about level 4, and the most likely explanation is that those users haven’t ever subscribed.

If you can’t or don’t want to pay you can always use Anki, it does basically the same thing WK does, there are even WK Anki decks you can find online, with the same srs, fake radicals and everything.

And there is (or was last I checked) a (legal) way to get a subscription discount as well, but it involves also subscribing to TextFugu.
