I don’t think this use of commas for groups of four digits is common at least today. (I generally see numbers written as 1,000,000, not 100,0000). From what I can find online, it’s hard to tell if 4-digit separation was ever common, but it looks like such 4-digit separation is more common in mainland China if this map is to be trusted.
As @Belthazar noted, it is common to see numbers written like 15億42万 or maybe even 42万0000 though.
