Are you familiar with the ROT13 concept? Try rotating the alphabet by different offsets.

If the puzzle has anything to do with Dante, it will have 9 levels since Heaven would be Paradiso (9 spheres) not Inferno. The number 9 does seem to pop out a fair bit actuallyā¦
