I know the meaning of each word in the prior sentence, and understand all the relations between words but one.

Whats the meaning or function of などで?

I can break down the sentence in three:
キム委員長,
リゾートの完成の延期指示,
制裁影響の可能性も,

but I can’t make sense from them since there is no verb at the sentence! Moreover, i don’t understand how the last も is used.

Could anyone help me?

Presumably it just left out the ある at the end.

It’s a headline, not a sentence; I think that’s why the verb is dropped.
