I’m not an experienced reader, but I don’t like not answered questions, so take it with a grain of salt 
- There it said that ったって is a contracted form of と言ったって (lit. “although one says ～”, “even if they say ～”).
- ちゃんと is properly (like ぐっすりI think）

So I read it as "They said it’s afternoon nap’s time, but I sleep well at night and can’t sleep so much… "
