I’m guessing that this isn’t a bug, and that there’s some explanation, but I’m surprised that 正 isn’t in the list of kanji for the radical 正.

It’s because you learn the kanji first and then later you relearn it as a radical. A lot of people have left feedback on here asking WK to list the kanji in the “found in” section or otherwise link it on the radical’s page when it’s kanji⇒radical like this, and we can only hope that that’s something they’ll implement in the future, but for now that’s intended behavior

Yeah, the “found in kanji” list is the list of kanji that use that radical as a mnemonic component. The mnemonic for 正 as a kanji is “ground” plus “stop” - it does not use the 正 radical, and thus doesn’t appear on the list for the 正 radical.
