On page 104 Tetsu says 兄貴はあの言葉めいに向けて言ってたよな is the あの言葉 a refrence to the “flashback” two pages earlier where his brother says ここではみんな一番なりたい自分でいていいのよ?

Yes. Obviously, さっちゃん cares about the feeling of the staff (and probably has known them for long enough to realize めい’s feelings with respect to gender).

About the conflict with Mei: I get the feeling that Mei also doesn’t identify as a boy and has put up with it until now, so she’s angry and jealous about Mogumo fighting for their identity? Could be wrong, but I’m looking forward to seeing if they explore in-depth each character’s identity and gender expression.

I think it’s a slurred 厳(きび)しい, as in rigid or unsparing
