When conjugating たい with そう can you say something like: 望月さんは責任が取りたそうです。As in “Mochizuki san looks like she wants to take responsibility”?

Usually when you talk about the emotions, desires, or conditions of other people, particularly when commenting on observing them, you use ~がる. You replace い with がる.
